GRAHAM COUNTY BOARD OF SUPERVISORS

STATE OF ARIZONA, COUNTY OF GRAHAM
The Graham County Board of Supervisors met in a regular session this date with the following present:
James A. Palmer, Chairman; Drew John, Member; Mark C. Herrington, Member; Terry Cooper, Clerk.
Chairman Palmer called the meeting to order at 8:00 a.m. and led the Pledge of Allegiance. Upon motion of Supervisor John, seconded by Supervisor Herrington, the minutes of the regular meeting and work sessions held April 21, 2003, the minutes of the work session held April 22, 2003, and the minutes from the Budget Work Sessions held April 28th, 29th, and 30th, 2003 were unanimously approved.
Graham County Sheriff Frank Hughes, requested approval to re-model the Jail kitchen with the funds from Jail Enhancement. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was unanimously approved.
Graham County Clerk of the Court Darlee Maylen requested approval to purchase supplies and equipment to pursue collections for the Superior Court to be paid for out of the Prosecution Fee Fund. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was unanimously approved.
Graham County School Superintendent Phyllis Bryce requested approval to adopt Teacher Appreciation Week Proclamation. Upon motion of Supervisor John, seconded by Supervisor Herrington, the Proclamation was unanimously adopted.
PROCLAMATION
WHEREAS, teachers play vital roles in the renewal and regeneration of our democratic society; and
WHEREAS, they shape the future by helping to mold minds and train tomorrow's work force; and
WHEREAS, they give of themselves by imparting what they know to help others learn; and
WHEREAS, no other profession touches so many persons with such a lasting effect; and
WHEREAS, good teaching grows in value and pays dividends far beyond the classroom.
NOW THEREFORE, we do hereby proclaim May 4 through May 10, 2003,
*TEACHER APPRECIATION WEEK*
in Graham County and urge all citizens to observe this week by taking time to remember and honor those individuals who help us learn.

Graham County Health Director Neil Karnes requested approval to amend contract for the provision of WIC Services. Upon motion of Supervisor John, seconded by Supervisor Herrington, the request was unanimously approved.
Health Director Karnes requested approval of Farmers Market Program between the WIC/Nutrition Office and ADHS. Upon motion of Supervisor John, seconded by Supervisor Palmer the request was approved. Supervisor Herrington abstained from vote due to a conflict of interest.
Graham County Clerk Terry Cooper discussed the placing of Graham County Ordinances on the County Website. After some discussion by the Board and upon motion of Supervisor John, seconded by Supervisor Herrington, it was unanimously moved to direct staff to review all County Ordinances and submit to the Board for further action if necessary.
Under current events report, Supervisor Herrington reported on the following meetings: 4-21-03 San Carlos Tribal Council; 4-22-03 Solomon Road Meeting; 4-23-03 EuroFresh Meeting in Willcox with Cochise County; 4-23-03 Congressman Renzi Open House for new office; 4-23-03 Congressman Renzi fundraiser at Apache Gold Casino; 4-25-03 Bonita Library Meeting; 4-28-03, 4-29-03, & 4-30-03 Budget Hearings for FY 2003/2004; 4-30-03 D.A.R.E. Graduation; 4-30-03 Stockton Road Meeting; 5-01-03 Planning & Zoning Director interviews; 5-01-03 Road Planning Meeting with Trueline; and 5-03-03 Cinco De Mayo Parade.
Supervisor John reported on the following meetings: 4-21-03 San Carlos Tribal Council; 4-22-03 O.H.V. Meeting; 4-26-03 O.H.V. Family Demo Days; 4-28-03, 4-29-03, & 4-30-03 Budget Hearings for FY 2003/2004; and 5-03-03 Cinco De Mayo Parade.
Chairman Palmer reported on the following meetings: 4-22-03 D.A.R.E. Graduation at Dan Hinton School; 4-22-03 Student Intern Meeting at BLM; 4-23-03 Meeting with Speaker Flake; 4-24-03 Meeting with Phelps Dodge; and 5-01-03 Legislative Policy Committee Meeting.
Demands and hand written warrants were unanimously approved upon motion of Supervisor John and seconded by Supervisor Herrington. Pursuant to the provisions of A.R.S. 11-217, as amended 1996, those demands/warrants for any supplier which totals more than $1,000.00 are as follows:

Upon motion of Supervisor John, seconded by Supervisor Herrington, the Bid was unanimously awarded to International Surfacing Systems, subject to staff review for conformity.
During the Call to the Public, Mr. Ron Dillon thanked the County for posting the Agenda on the website. He also indicated that the Graham County Law Library has critical defects.
There being no further business to come before the Board at this time and upon motion of Supervisor John, seconded by Supervisor Herrington, the meeting was adjourned at 8:40 a.m. Chairman Palmer called the work session to order at 8:45 a.m. Those in attendance in addition to the Board were:
Rob Chesley, Highway Foreman; Michael Bryce, County Engineer; Greg Petz , Assistant Highway Foreman; Terry Cooper, County Clerk.
Highway Department issues were discussed.
The work session recessed at 9:50 a.m.
Chairman Palmer called a second work session to order at 10:00 a.m. Those in attendance in addition to the Board were: Terry Cooper, County Clerk; Clel L. Flake, Chief Financial Officer.
Preliminary Department FY 03/04 Budget requests were discussed.
The work session adjourned at 10:10 a.m.
The Board reconvened the Highways work session at 10:15 a.m. and toured several road projects.
The work session adjourned at 1:00 p.m.
